Cover Montana works to connect Montanans to health insurance coverage. We provide enrollment assistance for most Montana Medicaid programs, Healthy Montana Kids, and the Health Insurance Marketplace at Healthcare.gov. Cover Montana also provides health insurance literacy – we want to make sure that eligible Montanans not only enroll in health insurance coverage, but that they know how to use their coverage to get access to care.

Cover Montana was established in 2014 and is a program of the Montana Primary Care Association, a 501 c6 non-profit organization based out of Helena, Montana. The Montana Primary Care Association receives a federal Navigator grant from the Centers for Medicare and Medicaid Services to perform statewide Navigator duties.

Cover Montana’s team includes regional Navigators and a dedicated help line. All Navigators can provide the same enrollment help. All Navigators are trained and certified before they help Montanans enroll in coverage and each Navigator listed below has a unique ID number.

To help Montanans apply for and enroll in health insurance, Cover Montana needs some information from applicants and their households. This includes personal details like names, birth dates, income, current insurance status, and more. We use this information to fill out applications for coverage and it will be shared with those application entities and insurance providers, if you decide to apply. The application entities include the Health Insurance Marketplace at Healthcare.gov and Montana Medicaid through the state’s application portal at apply.mt.gov.

Your application information may also be shared with several organizations to determine eligibility, including the Social Security Administration, Internal Revenue Service, Department of Homeland Security, Centers for Medicare and Medicaid Services, Montana Medicaid and Healthy Montana Kids Program, Montana Department of Revenue, and other state or federal agencies, as well as the health insurance companies you choose. If you want to see any records of information shared during your application, you can request them by emailing Cover Montana.

You don’t have to provide information to Cover Montana, but it will limit our ability to assist you. If you choose not to share information, we can refer you to someone else who may help.

When you sign up for an enrollment appointment, Cover Montana will collect basic contact information, including your name, phone number, and email address. Before we assist you, we’ll give you a consent form that explains what information we collect, the role of a health insurance Navigator, and what information we keep to do our job. Any information we collect is stored securely and only accessible to those doing Navigator work. You can revoke your consent at any time by emailing Cover Montana. You can also read about our Navigator duties here.

Cover Montana Navigators are licensed through the Office of the Montana Commissioner of Security and Insurance. The Commissioner’s Office accepts insurance complaints that include the conduct of licensed Navigators. Learn more here.

The HHS Office of the Inspector General (OIG) maintains a toll free number (1-800-HHS-TIPS [1-800-447-8477]) for receiving information concerning fraud, waste, or abuse under grants and cooperative agreements. Information also may be submitted by email to hhstips@oig.hhs.gov or by mail to Office of the Inspector General, U.S. Department of Health & Human Services, Attn: HOTLINE, 330 Independence Ave., SW, Washington, DC 20201. Such reports are treated as sensitive material and submitters may decline to give their names if they choose to remain anonymous.
